HKFWS Envisioning 2024

Moving towards the two strategic goals of “HKFWS Envisioning 2024”, the following four strategic groups have kick-started the first-year tasks of “Preparation, Stock-taking, Engagement” under our Five-Year Strategic Plan, and we are proceeding to the “Making” stage. The Society has also started refining its operations to enhance its organisational capacity.

Strategic Group 1 (Formulating the “HKFWS Formula”) - Collect Information to Prepare for the "HKFWS Formula" 

The focus of our work is to collect and consolidate the Society’s archives and relevant information for the formation of the “HKFWS Formula”. The group conducted staff surveys, focus groups, personal interviews, and feature interviews with academics and studied various policies and procedures of different service units, research reports and publications of the Society to understand the views of the Society’s different stakeholders on our “family- centric” perspective . All the collected information was compiled by two sub- groups composed of frontline staff. With the concerted efforts of all staff, the drafting of the overview of the "HKFWS Formula", which explained the what and how of “Family Matters”, was successfully completed.

Strategic Group 2 (Staff Capacity Building) - Strategic Plan on Staff Talent Development

The group reviewed the Society’s talent pool to identify manpower needs and design training schemes in order to strengthen staff’s communication. It also enhanced the use of Information and Communication Technology (ICT) and created the “Facebook Workplace” and “Centre Leads” platforms to reinforce staff’s understanding of the “HKFWS Envisioning 2024”. Formulating the recruitment strategies and strengthening professional social workers training to streamline service delivery were parts of the group’s work.

 

Strategic Group 3 (Aligning District Efforts / Cross-sector Collaboration) - Establish District Meeting Platform and Formulate Community Engagement Framework

The group successfully established seven district platforms (Hong Kong Eastern, Central, Western and Islands, East Kowloon, West Kowloon, Tseung Kwan O, Tsuen Kwai Tsing, New Territories West) and two meetings were arranged in each district respectively, involving a total of 45 service units and 180 members of staff attendance. Through these platforms, the group was able to enhance staff’s understanding on services, discuss community common concerns, explore areas of collaboration, and incorporate the Society’s vision into service centre’s annual business plan. To facilitate work on community engagement, it formulated a framework of community engagement, and invited different service centres to conduct self- assessments on their engagement levels as a baseline review.

Strategic Group 4 (Central Advocacy Campaign) - Confirm the Key Advocacy Direction and Engage Partners by Various Means

The group set “Enhance Family Wellbeing of Hong Kong Families” as the goal and crafted “Family First” as the key promotional message to be conveyed in the advocacy campaign. It organised territory-wide public education programmes and aroused public awareness through social media platforms and media outreach, and regularly conducted advocacy studies echoing theHong Kong Family Wellbeing Index to raise the general public’s attention on the topic. The group also engaged with corporates to co-create and build a caring society.

Optimise Organisational Capacity

In order to effectively implement the programme and establish the review mechanism, the ideas of “HKFWS Envisioning 2024” have been included in the Society's and the service centre’s annual business plan. Positive and co-creating organisational culture was nurtured by mobilising staff’s participation via focus groups, working groups and district platforms. In the meantime, we continuously streamlined our operation and execution by proactively reorganising the structure of functional units.
